Generally OK, but insufficient heating for July

In general, this flat is quite well-equipped, apart from heating in winter. I stayed in July, it was 8 degrees outside, and raining. Inside the accommodation was cold and a bit damp. The windows do not seal; neither does the front door so there were draughts. Only a single 1kW oil heater was supplied.I think this flat would be fine in summer.
