terrible check in and no heat in apartment

Driver to take me to apartment that was booked through the apartment management company never showed up. Property manager constantly argued on the phone and told me he had other things to do as I tried to get a cab during rush hour at the Paris train station. He was upset with me when I told him there were 10 people in front of me in the taxi line so I couldn't give him an accurate estimate of how long it would take for the taxi to drive across Paris in the rain at rush hour. When I got to the apartment I got in out the rain since the security gate was open and unlocked, so he questioned me about how I got in the gate as though I should have been standing in the rain waiting for him to come down and let me in. There was no heat in the apartment but fortunately I wrapped myself in the extra blankets. Even the towel heater rack didn't heat up. At least the city of Paris was great.
