Overall 5 stars for value. This is a very spartan hotel, but we felt safe staying here and for the price I can't complain. Air conditioning worked great. Two elevators worked great. They made up the room every day. There were no hand towels or wash cloths, only bath towels. There was no hand soap, only a dispenser of soap in the shower. The sink drain made a strange glugging noise. There was only one small ceiling light for the whole room. If a few more amenities were provided for the rooms, it could even be a 4 star hotel. We were definitely satisfied, and we sure enjoyed the views of the ocean and city!
The hotel was so good and comfortable during stay.My room was very spacious.But the parking was very limited because the space for car parking was limited and too small.Overall just okay.
what i liked about this hotel is that its well maintained, clean, rooms and its spacious. Staff is friendly and nice very typical of friendly Malaysians.
now for some positive criticism:
I would have liked if the room had a mirror inside the room, instead of only in the bath.
Breakfast was a real let down. it was 'the' worst i had in any budget hotel. sorry to say but its true. breakfast was included in the room charge but we decided to go out for breakfast anyways coz its so so so bad. The breakfast menu was
1. Bread Jam and butter (bread was in the retail store packet, not in a nice bread basket, lazy staff maybe)
3. fried rice (was really really bland and tasteless)
4 fried noodle (equally bad).
5. tea coffee juice water.
there was NO egg or sausage or milk cereal or fruit, the staples of breakfast.
And lastly we did not get any internet in the room, reception said there was a problem in the area.
I just feel like these are things that can be improved with very little effort. i would stay back in this hotel but i would have very low expectations.
Good location, but it was like staying at an economic hostel with bare minimum facility allowed. Breakfast was always fried noodle and rice with almost no other ingredients but noodle or rice with sauce - though tolerably edible. There was always a loaf of white bread with 2 flavors of jam and some butter - and tea/coffee and orange juice. It deserves hotel rating lower than 2 stars. Very disappointing, Only consolation is that despite the old and stained bed covers and blankets, the room and toilet /bathroom are kept quite clean Had we not made prepayment and had it not been in a good location near to our conference meeting place, we would not have stayed for the full 4 nights and have sought alternative accommodation

First of all its not a 3 star rated hotel...parking area too loaded..No kind of non smoking room.
Most of the materials are too old.
Heavy smell of paint and carpet glue due to recent room renovation. 4th floor still undergoing renovation so loud drilling and hammering noise from there starting 10am. However, room are spacious and about 20 hotel parking lots available.
Value for money, consider 3 star hotel for me... consider nice location for me too as I'm driving, but a bit hassle if walking to town center for local hawker food, nice sea view from hotel's room and you can see sunrise... delicious breakfast at hotel's cafe... air-cond is cold... definitely will visit again and highly recommended... hope this hotel will operate as far as possible to become one of the long-time historical hotel...
Nice staff but the hotel are too old which is only good for budget hotel that you are looking for.

Location is good and is quite accessible to city centre. Lack of room facilities, e.g. no hair dryer, no hot pot and the lighting is very poor. There is only one bulb at ceiling center in the room.
It may be called The Hotel Regal, but please take my word that there is nothing remotely regal about this place. A more fitting name might be The Hotel Disappointment.
Their advert on Expedia claims that "every room has a minibar." So where was mine, hiding under the floorboards? And what about "all rooms have rainfall showerheads"? Where was mine?
Their Expedia advert also claims that the Hotel Disappointment is "a 3 Star Penang Hotel". Well that being the case, a backpacker hostel would have to be worthy of 2 Stars because this hotel is only a marginal step up from that.
The hotel is basically a decade or two overdue for a refurb. The aircon adjustment dial on the wall in my room looks like something from the 1960s, and functions as well as you'd expect it to from that era - even lying on top of my bed sheets free of all clothing I was just about below the threshold for breaking sweat.
The decor is Drab, with a capital D. There's grime on the walls and plug sockets, cheap, tasteless furniture. A TV with 6 channels: 2 with no signal strength; the other 4 with tacky non-English drivel.
The breakfast that they serve is an insult to the word "breakfast" - this really is in league with your run-of-the-mill backpacker joint and basically just pitiful.
Now I'm not comparing this to the Marriott - I'm comparing this to other Penang hotels in this very price range which are within 400 metres from this putrid attempt at a hotel. It simply has no right being in this price range
From the outside, the hotel looks so old & outdated. Does not seem to be maintained at all. When I checked in, I got a room with a room door that does not work. The hotel staff said that the system was down. So, everytime I wanted to enter the room, I had to ask the staff at the counter to open it. Imagine doing this for 2 days straight! What was even worse was the room had no air-conditioning. I complained to the hotel staff several times with hardly any action taken. Finally, they gave me a new room only after they admitted they could not do anything alse about the room.
The hotel has a club/disco bar on the bottom floor. The noise could be heard even if you are on the 3rd & 4th floor! You can see drunkards come out & into the hotel with ease. Definitely not suitable if you are staying at this hotel with small children.
The room itself was very dirty, the bed was uncomfortable, the towel was dirty, even the bed sheets seemed to be not washed! How can the hotel expect people to stay here in those kind of conditions?
The only good thing about the hotel is the location as it is in the middle of Georgetown, so it is quite walkable to go anywhere nearby.
Overall, never stay at this hotel, ever. I had no choice as this was the only budget hotel left available for a last minute booking during the Chinses New Year holidays in Georgetown.
Probably one of the worst hotels I have ever been to. Period!
Uncle (receptionist) should know how to greet a guest, his face show unhappy mood. Aircond in room 301 cant control the tempreture. Phone line disconnected, unable to call for help. TV was diffuclt to swith on or off. Cant use Access card to enter room , keep ask staff to assist us.
